The offer of Consortium with Unibep SA chosen

On 2 February 2021 we received information that the General Directorate for National Roads and Motorways Branch in Białystok had chosen as the most favourable the offer submitted by PORR SA and Unibep SA for implementation of the investment called “Design and construction of the S 19 road on the Krynice section (from existing DK 65) – Dobrzyniewo (without junction) – Białystok West (with junction)” (Investment).

The value of the offer submitted by the consortium is approx. PLN 329.8 million net, i.e., approx. PLN 405.6 million gross. The price of the offer is within the budget of the General Directorate (GDDKiA). The investment completion term is 36 months from the agreement conclusion date (without winter periods).

As the current report informed,  in  absence of well-founded appeals as to the choice of the consortium's offer from other tender procedure participants, the investment agreement will be concluded within the time provided for by law. It is worth adding that we had to wait for the award of the tender, as there was one appeal that was sent to the National Appeal Chamber. It was dismissed.

On the section Krynice – Dobrzyniewo – Białystok West, there are planned, among others, the Białystok West junction connecting two expressways – the planned S 19 with the existing S 8. The task will also include construction of 14 engineering structures, including two bridges, over Supraśl and Biała rivers, as well as a railway viaduct over the Białystok – Ełk route railway tracks, informed the General Directorate for National Roads and Motorways, branch in Białystok. The S 19 expressway will have two roadways with two lanes in each direction (with a reserve of land for the third lane). Type of surface construction depends on choice of a contractor. The section is almost 11 kilometres long.

The road will be implemented in the “Design and Construct” system. The signing of the agreement is scheduled for the first quarter of current year. Obtaining the permit for a road investment (so-called ZRID, a decision on permission for implementation of a road investment) is envisaged for the third quarter of 2022, and construction for years 2022-2024.

This is yet another large agreement to be implemented by the Infrastructure Branch of Unibep SA. It is worth mentioning that on Friday, 29 January 2021, Unibep SA signed the agreement for construction of the S 19 Ploski-Haćki section.
