PORR and Unibep will build an important section of the S19 expressway
The contract for the design and construction of subsequent section of the S19 expressway in the Podlaskie voivodeship has been signed. This time, it is the Krynice (DK65) – Dobrzyniewo – Białystok West (S8) section to be completed. It will be implemented by a consortium composed of PORR SA with its seat in Warsaw (Consortium Leader) and Unibep SA with its seat in Bielsk Podlaski (Consortium Partner).
This section of the S19 is part of the international highway network called Via Carpatia connecting Baltic countries, through Białystok, Lublin, and Rzeszów with southern Europe.
The ordering party is the State Treasury – General Directorate for National Roads and Motorways, branch in Olsztyn. The value of the agreement is approx. PLN 329.8 million net (i.e., approx. PLN 405.6 million gross), of which the remuneration of Unibep SA is approx. PLN 164.9 million net. The completion time is 36 months from the date of the agreement (without winter periods).
– The Via Carpatia route provides economic access to regions of eastern Poland. The agreement signed today will facilitate traffic around the city of Białystok. This is yet subsequent agreement for construction of the S 19 expressway in the Podlaskie voivodeship – said Deputy Minister of Infrastructure Rafał Weber.
The section that will be designed and built is approx. 10.2 km long and in the north, near the city of Krynice, it joins the existing national road No. 65 Ełk – Białystok. It will bypass the capital of the voivodeship and join the S19 (under construction) through the existing S8 expressway at the projected Białystok West junction:
- Białystok West – Księżyno
- Księżyno – Białystok South
- Białystok South – Ploski
- Ploski – Haćki (near Bielsk Podlaski)
All these mentioned sections of the S19 expressway, which are under construction, starting from the Krynice north-west of Białystok section up to Haćki near Bielsk Podlaski section, form the part of Via Carpatia route traversing the region of Podlasie voivodship. The total length of these sections is 56.4 km (north-south axis).
The Krynice – Dobrzyniewo – Białystok West section, although not very long, is of paramount importance. As part of this section the Białystok west junction (full clover type WA) will be built, connecting two expressways – the under construction S19 with the existing S8. As part of the junction construction, 1.9 km of the S8 expressway will also be rebuilt.
The task will also include construction of 13 engineering structures, including two bridges, over the Supraśl and Biała rivers, as well as a railway viaduct over the Białystok – Ełk route railway tracks.
The S19 expressway will have two-lane roads in each direction (with a reserve of land for the third lane) and it will be adapted to loads of 11.5 tonnes per axle. The type of surface construction depends on the contractor's choice.
Obtaining the permit for a road investment (co-called ZRID, a decision on permission for implementation of a road investment) is envisaged for the third quarter of 2022, and construction for years 2022-2024.
This is a subsequent section of S19 to be constructed by Unibep. As we informed, the offer for construction of section of the S19, part of the Via Carpatia route on the Ploski – Haćki section, submitted by the consortium of companies of Unibep, Budrex, and Value Engineering was chosen as the most advantageous. The contract value is PLN 305.4 million gross.
On the section Ploski-Haćki, which is 8.89 km long, there will be 13 large engineering structures and 14 culverts serving as passages for animals and watercourses. Two Travel Service Points (a pair) have been planned - Haćki East and Haćki West. There will be constructed an almost 215-meter-long bridge over the Orlanka river and its floodplains.
The entire constructed-to-be S19 expressway located along the eastern border of Poland is part of the transnational highway Via Carpatia from the north to the south of Europe and its Polish section will be 580 km long.
